The debate on the Budget took place in an extraordinary plenary session held last September 2 (08/09/2011)

The proposal submitted by the government team Cehegín City Council failed to convince the Socialist councilors who voted against budgets that do not solve the problems of the municipality and city coffers show a heavily burdened by debt and expenditures excessive currents.

On September 2 the Municipal Council was held on the budgets of the City of Cehegín for this year 2011.

The first of the objections by the Municipal Socialist Group is the delay by the government team at the time of presenting the Budget, since "it seems logical to adopt a budget for one year of which two thirds are consumed in the same ".

Socialist spokesman, also recalled in his speech that the inefficiency and bad to the Mayor Soria has endangered the revenue that the state must transfer to the City of Cehegín.

This is an amount of money currently held by not filing a timely settlement of the 2010 budget, a clear allusion to the news just hours before known fully through the regional press.

Another socialist arguments, as in recent years has been the excessive level of spending of the City, forcing the government team to increase revenue forecasts unreasonably to balance the budget.

This is the case, for example, tax revenues as a contribution or building permit, whose forecast for 2011 is much higher than that of 2010 and all this despite the fact that the final collection earlier this year did not reach forecasts.

As for the budgeted expenditure, undoubtedly the departure of staff whose expenses exceed 6 million euros, ie more than one billion pesetas.

The significant increase in this budget, in 2003-last budget prepared by the PSOE was just over 400 million pesetas, is one of the most troubling, not just the opposition but also to the Comptroller of the City Council itself , who again this year warned in his report on the level of concern that spending reaches this chapter, referring to the future problems that may lead to the fact that almost 50% of current revenues of the City intended to pay staff .

Equally worrying is the evolution experienced by the municipal debt, which peaked in 2010, exceeding 12 million euros.

Its huge amount required to allocate a Local Government large sums of money to pay the amortization of the debt and its interests.

Without going any further, known as "debt service" (amortization plus interest) will cost this year to city coffers over 1 million euros.

According to the socialist spokesman, all politicians have understood the concern, which is expensive and irresponsible indebtedness, all but Soria, who does not seem to care about the mortgage the future of the City for years to come.

Rocamora also focus its discussion on the many current expenditures that the City should reduce as excessive and meaningless one another.

This is the case with items such as "publicity and propaganda", "care of protocol", or the hiring of technical services to companies outside of town planning of an amount exceeding 300 000 euros.

According to the Socialist Spokesman "makes no sense to outsource technical services worth more urban than 50 million pesetas, when the Technical Office of the City has more employees than ever, and against the work to be less under the break in the construction sector. "

In contrast, these budgets provide for reductions in subsidies to associations so important to the life of the municipality as the Pensioner's Club, Bethany or Easter.

Equally surprising is that in times of crisis and difficulty for many families, the Department of Social Services has reduced the starting presupuetaria for grants, which is a clear sign of lack of solidarity of the People's Government Cehegín.

According to Rocamora, "if it were lower municipal debt, money that the City has to spend on your return and payment of interest would be so, so many of the subsidies to these groups would not necessarily be reduced."

With all this, that, personnel expenses, the payment for the debt and interest and running costs, absorb 88% of the total budget, leaving only the remaining 12% of the resources available for other actions as important as is the case of investments.

Precisely the reduction of more than 50% suffered from investments, was widely criticized by Rocamora, arguing that it is these that can really be an engine of the economy of the municipality, so that they should spend the maximum amount of resources .

The excesses of the past, waste and lack of clear priorities has made the municipal government currently does not have economic resources to influence the local economy, create jobs and economic dynamism.

In this sense, the budgets for 2011 do not include any measure to support the local economy, which also manifests the lack of initiative of the government team to propose solutions to the economic paralysis of a municipality punished more by unemployment than the rest of our environment.

In addition, this chapter of investments shows the failure of major projects in the PP, who does not have adequate answers for the times through Cehegín.

Thus, the project of "The Coso" just have an investment of 43 thousand euros during the 2011 and the auditorium will not have any investment.
