The Government Team of Cehegín City Council opposes, frontally, the installation of a landfill in which solid waste is included in the so-called Sierra de la Puerta, which would affect our districts of Valentín and Canara, as well as , By extension, to the whole municipality of Cehegín.
The City Council of Cehegín, together with the neighboring municipality of Calasparra, is working with its legal and technical teams, as well as with their respective Government teams, on this situation, and a Commission, composed of all these members, has been created. Pedancies, the Municipal Groups of the Opposition, associations of neighbors, to arrive at a common position before this fact, which will be sent to the competent bodies of the Region of Murcia.
Specifically, on Wednesday, December 14, a meeting was held to establish positions on this fact and expressed, on the part of all, the total rejection and opposition to the installation of the landfill in our municipality and make it known to the Community Autonomous Region of Murcia and its specific General Directorate.
The sequence of events that have occurred and as a clarification for all citizens is as follows:
1 ° The company named 3RS Gestión MA SOSTENIBLE, SL requested, on July 6, 2011, an authorization to this City Council to carry out specific actions on non-urbanized rainfed land so that a Non-hazardous Waste Recycling and Disposal Plant could To have the denomination of Public Interest, an indispensable requirement so that, in a non-developable land, this authorization can continue to be processed.
2 ° Upon receiving this petition, Cehegín City Council, on November 21, 2011, agreed to inform the file and send it to the Regional Administration, competent body to approve said public interest.
3 ° The Directorate General of Territory and Housing of the Region of Murcia on September 6, 2012, resolves to "authorize the installation on non-building land of the Plant for the Recycling and Disposal of Non-hazardous Waste"
4 ° On February 6, 2013, the General Directorate for the Environment of the Region of Murcia issues the "Resolution granting 3RS Gestión MA SOSTENIBLE, SL, integrated environmental authorization for the project to install a recycling dump And disposal of non-hazardous waste in the municipality of Cehegín. "
5 The position of Cehegín City Council, at that time, ruled by the Popular Party, was not to make any claim that it did, as regards the environmental impact statement, ie what affects our environment, the City Council Of Calasparra who made numerous allegations.
Neither did the environmental groups, who were called to participate in this process as well as other public bodies.
6 ° Three years pass without the City Council knowing anything about this company and enters this new Government Group Cehegín City Council.
7 ° On March 15, 2016 this mercantile, promoter of the file, asks the General Direction of Environmental Quality of the Region of Murcia, the authorization to be able to pour new residues, specifically urban solid waste.
8 ° On April 6, 2016, the General Directorate of Environmental Quality communicates to the City Council this new request that has made this company on the authorization of new waste.
9 ° On April 18, 2016, the Local Government Board of Cehegín City Council agrees that the authorizations granted by this activity, that is, those previously granted to it and licensed, did not allow discharges And that it would not be feasible to process the authorization to dispose of them as a non-substantial modification of the original project, but would require a new authorization or an extension of the existing one, from the urban point of view of the public interest.
10. On August 10, 2016, the developer requests a works license for the plant in question, which is granted by the City Hall on September 28, 2016, all in relation to the primary project.
Not to sign it, we repeat, before a license of activity granted by all the estates in another era, would be to be outside of the law and to expose to a crime.
11. And, on 5 November 2016, BORM, from the Directorate of Quality and Environmental Assessment, has published the simplified procedure for the substantial modification of the installation, which would imply a very important modification of the conditions of the Authorization, both urban and environmental.
In addition, it would also include the construction of a processing plant of 1,000 square meters for the installation of a waste separator of 15 tn / h, manual sorting tapes and presses, among others.
In short, it would move from the construction of a waste dump to the creation of a recycling plant, which would include household waste.
This Government Team believes that this modification would require a new record of public interest that we already oppose beforehand.
Given these facts, this Government Team reports the following:
1 ° Our opposition to the Recycling and Disposal Plant for non-hazardous waste promoted by the company 3RS MA GESTION SL
2 ° To ratify the agreement of the Local Government Board of last April 18, 2016 whereby this Government Team opposed, frontally, to give authorization to the company so that they could carry out the new discharges that they request and, stating that, These, would be a substantial change in the first project.
3 ° To reject the decision of the Autonomous Community regarding the request for modification of Integrated Environmental Authorization, which considers that these new discharges do not imply a substantial modification of the initial project.
4 ° This last publication of the BORM, of December 5, 2016, has 20 days from its publication, to make the pertinent allegations.
5 ° This Government Team wants, as it can not be otherwise, the welfare of its citizens and will fight at all levels for this to be so.
Our achievement will be that of the whole of the municipality and vice versa, that is, the citizens' demands are also those of the City Council of Cehegín, all aimed at our future is the future in which we can all live in total tranquility and prosperity .
